Eligibility
- Only paid or Life Members may present items for auction. New members may enter items beginning at the meeting following admission.
- Guests may bid at two meetings. After that they must apply for membership to continue bidding privileges.
Auction Participation
- Members presenting items for auction may not bid on their own items.
- An auction sheet is required for all items entered into the auction.
- Items with no minimum bid will be sold to the highest bidder.
- Bid increments are determined at the discretion of the Auctioneer.
Transactions
- Items purchased may be returned after the auction but before the end of the meeting.
- All transactions are directly between the buyer and seller. The club and its officers are not responsible for disputes.
Auction Conduct
- Once an item is placed for auction it may not be sold off the table.
- Once an item passes during the auction it cannot be renegotiated during the auction and may only be purchased afterward.
- No business transactions are allowed at tables during the auction.
Item Limits
- Non-coin items are limited to one non-coin item for every nine coin items entered.
Auction Table Process
- Bid sheets are placed on Table 1 in the order received. Additional sheets go to Table 2 and are auctioned as time allows.
Rule Changes

- Auction rules may be modified by decision of the elected Board when necessary.

CONSTITUTION
West Georgia Coin Club, Inc.
Carrollton, GA
Article 1: Name and Purpose
- The name of this nonprofit organization shall be West Georgia Coin Club, Inc.
- Our purpose is to encourage and promote an interest in numismatics through the cultivation of friendly relations with collectors & dealers, encouragement of amateur collectors, and assisting all people who display an interest in numismatics.
Article 2: Authority
This organization may adopt by-laws deemed necessary to carry out its purpose and functions.
Article 3: Membership
- All applications for annual membership shall bear the endorsement of a member in
- good standing when it is presented to the club President. Life Membership is
- available for members 75 years of age with three years of consecutive service/membership.
Article 4: Officers
- The officers of this club shall be a President, Vice President, Secretary, Treasurer, Auctioneer, Auction Facilitator (who shall also act as Sgt at Arms) and a Runner. Optional officers are – Assistant Secretary, Assistant Treasurer, and Assistant Auctioneer.
- Officers shall be elected from members in good standing by nomination and majority approval of members present at a club meeting prior to end of the calendar year.
- The term of office shall be two years, beginning on January 1 and running until December 31. (rev 10-24-22)
Article 5: Meetings
- Regular meetings frequency and time will be stated in By-Laws.
- Special meetings may be called by the officers.
- Business of the special meeting will be only that business for which the meeting was called.
Article 6: Dues
- The dues for the West Georgia Coin Club shall be established in the by-laws.
Article 7: Amendments
- This constitution may be altered, amended or ratified by majority vote at a regularly scheduled club meeting of at least fifteen paid and/or Life Members.
- Amendments presented at a regularly scheduled meeting cannot be voted on until the next regularly scheduled meeting.
- All amendments become effective immediately. Changes to the written constitution shall be made by the secretary.
RULES & BY-LAWS
of the West Georgia Coin Club
Article 1: Order of Business
The order of business of this club shall be as follows:
- Meeting called to order.
- Welcome of visitors.
- Pledge of Allegiance led by Sgt of Arms
- Prayer
- Reading, correcting, & approval of the minutes.
- Metal prices report.
- Report of upcoming or attended shows.
- Report of officers or committees.
- Old or unfinished business.
- New Business.
- Auction.
Article 2: Membership
- All applications for membership shall be made to the club officers on a form furnished by the club.
- The president shall present the application to the organization during a regular club meeting for which an approval must be voted by a majority of members present.
- Applicant becomes a member immediately upon payment of dues.
- Club members have the right to debate in club meetings.
- Club members have an equal right to an elective office of the club and appointment to club committees.
- No member of the West Georgia Coin Club shall offer any statement in public as an opinion of the club.
- Any statements offered in public could be those of the member, and in no way reflects the opinion of the club.
- Membership in the club will terminate upon failure to pay dues or other disciplinary action.
Article 3: Meetings
- Regular meetings will be held every Monday night of the month, at 5:30 PM, except on Holidays where the building is closed. (Meeting will start at 5:30 (Revised 01-12-2026) Once complete, there will be an interim period (break) to continue inspection of auction items until 6pm when the auction starts.
- Meetings will be held at the Word of Life Church, 1635 Bankhead Hwy, Carrollton, GA or other such place designated by officers. (Effective Mar 22)
- Special meetings may be called by the officers.
- Special meeting business will be only business for which the meeting was called.
Article 4: Officers and Committees
- The President shall serve as CEO of club and shall preside at all meetings. In his absence the duty falls to the Vice-President and then named officers in the sequence listed in Constitution Article 4. The duties of each officer shall be those usually associated with the title.
(a) The Secretary shall keep a record of all transactions and report the minutes of all meetings.
(b) The Treasurer shall receive and disburse all monies relative to the club’s business and make a financial report at the first meeting of each month.
(c) An Auctioneer shall be in charge of the auction. The auction facilitator shall make sure the auction is set up and progresses as intended and decorum maintained. The club officials shall help in the auction
(d) Any committee shall serve until it has accomplished the duties it was appointed for.
Article 5: Finances – Dues
- The dues for this club shall be $25.00* (twenty-five dollars) a year for active members. (Rev 1-23-23)
- Members who fail to pay dues by February 28th shall lose all rights & privileges until such time dues are paid.
- Dues shall be waived for junior members less than sixteen years old. Junior members will also be eligible to receive a “Red Book” at the expense of the club upon attending three (3) meetings.
- New members admitted during the last month of the year shall pay dues for the next year and the club will waive dues for the month of December when joining in December. The other months of the year when a new member joins, he/she will pay regular dues as if it was for the entire year.
- Dues are waived for elected officers for the year/s they serve.
- Dues are waived for Life Members – 75 years of age with three years consecutive service.
- The club will pay for the Christmas dinner for each member in full as long as the club is financially able to support it.
- Member dues and new joining members must be paid by September 30 of each year to be eligible for the Christmas dinner to be paid for by the club. To manage costs for the club, unfortunately we must limit non-members at the Christmas dinner to spouse and immediate children living in the household.
- Club is allowed to spend $50 for flowers or memory of a member upon their passing (death) without a vote.
Article 6: Election of Officers
- Officers may be elected by nomination at a regularly scheduled meeting or by committee nomination.
- The candidates receiving the majority vote shall be elected.
- All officers shall deliver all books, monies, or other property of the club to their successors immediately upon expiration of their term of office.
Article 7: Voting
- Voting on issues before the club shall be by raising of the hand.
- Acceptance of any issue requires a majority vote.
Article 8: Vacancies
- Vacancies of any office shall be filled by special election.
Article 9: Disciplinary Action
- Any paid member who has reason to believe another club member is violating club policy may bring charges for expulsion against that member.
- Any charges shall be presented to the President. Upon investigation and review of the charges by club officers, action may be taken.
- If the charges have substance, a majority vote of members present at a regularly scheduled club meeting- will be required to expel the charged member.
- If reason for expulsion is found, expulsion will be effective immediately.
Article 10: Rules & Regulations for Auction
- Only paid or Life club members may present items for auction. A new member may enter items at auction at the meeting following their admission into the club.
(a) Guest may bid at 2 meetings and then must apply for membership to continue privilege.
- Members presenting items for auction cannot bid on their own items.
- An auction sheet is required to present any item/items for auction.
- Items with no minimum bid will be sold at highest bid.
- Bid gradients will be at discretion of Auctioneer.
- Anyone buying items at the auction has the privilege of returning such items before the last seconds lot sheet starts (black basket). The item will be reauctioned for the seller. (Revised 1-15-2026)
- All items sold at auction will be transacted directly between seller and bidder. The Club and its officers are not responsible for any dispute resulting from any transaction.
- Once an item has been placed by a seller for auction – the item cannot be sold off the table.
- Once an item passes the auction; it can only be purchased after the auction.
- No business is allowed at tables during the auction.
- Non-Coin items placed for sale – 1 in 10 can be a non-coin (except firearms) item. Must have 9-coin items to 1 non-coin item.
- Bid Sheets shall be placed on table 1 in the order they arrive and 2nd bid sheets will be placed on table 2 accordingly. The auction process will auction table 1 and then table 2 as time allows.
- Rules & Regulations of auction may be changed as deemed necessary by the elected Board’s decision.
Article 11: Amendments
The by-laws may be amended by the same procedures as the Constitution is amended with the exception of Article 10 (11) which Board may amend Auction rules.
